New draft of high-rise building guidelines restricts the creation of new residential space in Zurich: BZO partial revision binding for 15 years

On July 3, 2024, Sibylle Wälty was interviewed by TeleZ about the updated high-rise building guidelines for the city of Zurich. 🏢 These guidelines aim to ensure high-quality construction of new high-rise buildings but primarily include a partial revision of the BZO, which raises the requirements for creating residential space.


The partial amendment of the BZO, as drafted, will impede the creation of more residential space in Zurich and would be binding for the next 15 years. A later correction within the framework of a comprehensive revision of the BZO is not easily possible.


High-rise buildings can add urban variety and contribute to the attractiveness of a city. They must certainly contribute to high-quality urban development, which is why high standards and sustainable construction practices are demanded of them. They are also intended to make more intensive use of limited land and, through data-based site selection and height planning, enable short distances in everyday life. 🚶‍♂️


High-rise buildings should ideally be planned within the framework of a comprehensive revision of the BZO and not in this partial revision related to the high-rise building guidelines. Otherwise, as is currently the case, they have no significant impact on inner-city development and are not sustainable overall.


To determine where and how these high-rise buildings should be enabled in a city, a comprehensive and data-based balancing of interests within the framework of a comprehensive revision is needed instead of a partial revision with inadequate balancing of interests. 🌆
